late fees

So, I was thinking. There are a lot of people who rent movies still. If they rented movies before they evacuated, will they have to pay the late fees for not returning them on time? Same thing for overdue library books. And, what would happen if those rented items were left in houses that are no longer around. Will they have to pay for them? Man, Ike messed up a lot of stuff!!!
