Cemetery Questions

I was driving back from a movie store earlier (not opened yet. I do plan on asking about the late fees when I go in. I won't have any because I have a special pass, but I am still curious.). There is a large cemetery across from the shopping center. The cemetery is currently building a funeral home on the property. This led me to question--were there people buried on this portion of the property previously? If so, were the moved? If they were moved, who gave consent? Was consent even needed? Can you imagine being laid in your final resting place only for that to be changed? Some people might become angry over being moved. Will they haunt the new funeral home? Will the "newly" deceased be haunted and tormented before they are laid to rest? It's not their fault. HMMMMMM...Can anyone give me their thoughts on this??????
